About United Nations World Food Programme
In 2018, WFP Afghanistan provided food assistance to more than 4 million people through a series of programme interventions across the country. Thanks to its newly approved Country Strategic Plan (2018-2022), WFP Afghanistan is well placed to provide comprehensive support to the country in achieving Zero Hunger by 2030 via its six closely interrelated outcomes, which range from emergency response to livelihoods creation, as well as nutrition programmes based on a life-cycle approach, and the strengthening of national food systems. Such national-led framing of all strategic result areas of the CSP will contribute to the country’s long-term transition to development and aspiration for peace.
The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger and promoting food security. WFP is part of the United Nations, and works to provide food to people who are unable to produce or obtain enough food for themselves and their families.
In October 2016, WFP scaled-up its assistance programmes to Afghan returnees from Pakistan as well as to people displaced by conflict inside Afghanistan. To support these programmes, the CO established a mobile Vulnerability, Analysis and Mapping (mVAM) team in order to conduct needs assessment and collect Post-Distribution Monitoring (PDM) information from WFP beneficiaries. All the mVAM related data since then collected by 2 mVAM female operators. One of the advantages of phone-based data collection is that it allows WFP to collect information from areas that are difficult to access physically (due to security, remoteness, or natural disasters), and is also less costly and time consuming than face-to-face interviews. Besides, the mVAM operators are women which helps in collecting information from women.
As the popularity of mVAM reports has grown and also due to the fact that the CO expanded the use of mVAM into monitoring programmes and following up with beneficiaries to gain their insights on entitlements they’ve received by WFP and partners, there is a need to hire a female programme assistant (mVAM), who must be a woman in order to be able to speak to women on the phone to gain their thoughts and insights. In addition, the new programme assistant (mVAM) will provide support on the overall mVAM related activities which a better explained in the below responsibilities.

Duties and Responsibilities
•Carry out the phone interviews based on the call schedule assigned by supervisor, using the phone number database and questionnaire provided, and enter all the collected information into the designed Access databases.
•Check the accuracy of all the data entered in the system before switching to the next call;
•Keep the records of daily calls and submit them to the supervisor.
•Keep track of all the call expenditures and provided updates to the supervisor.
•Provide support to the mVAM focal point related to the mVAM data analysis and writing the reports.
•Report on any errors or inconsistencies found to data entry supervisor and seek his/her advice and take actions accordingly.
•Coordination with the M&E and Nutrition units related to Post-Distribution Monitoring data collection and nutrition surveys.
•Perform other duties assigned by supervisor, as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
•Ability to write and speak Pashto, Dari and English.
•Good knowledge of Microsoft Office – especially Excel and Access database (ability to make queries, merge databases, etc).
•Experience working in call center or carrying our large numbers of surveys/ interviews an advantage
•Courtesy, tact and ability to work effectively with people of different national and cultural backgrounds.
•Ability to handle a large volume of work quickly and accurately under time constraints.
•mVAM assessments are carried out according to the daily, weekly and monthly schedule
•mVAM data is well entered and cleaned before sharing with the supervisor for analysis.
•All mVAM related databases are kept updated on regular basis.
•All mVAM datasets are timely uploaded into the mVAM standard database template.
•Any questions/ problems are immediately brought to the attention of supervisor (including data discrepancies, issues with the database, adjustments to the questionnaires, adjustments to the calling schedule, etc.)
•Keep mVAM implementation plan updated
Education: First University degree (Bachelor's) is desirable or High school education with 2-3 years of relevant working experience.
Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
